Medicare Eligibility: The Basics

Medicare is available to most people who live in Australia, but eligibility depends on your citizenship or residency status. Understanding which category you fall into is the first step to accessing Australia's public health insurance system.

Who Is Automatically Eligible?

The following groups are eligible to enrol in Medicare:

Australian Citizens

All Australian citizens — whether born here or naturalised — are eligible for Medicare, regardless of where they currently live. However, you must be residing in Australia to actively use it.

Permanent Residents

People who hold a permanent visa are eligible to enrol in Medicare. This includes those on partner visas, skilled migration visas, and family stream visas once permanent residency is granted.

New Zealand Citizens

New Zealand citizens living in Australia are eligible for Medicare under a longstanding agreement between the two governments. You don't need a permanent visa to qualify.

Temporary Residents and Visa Holders

Eligibility for temporary visa holders depends on whether Australia has a Reciprocal Health Care Agreement (RHCA) with your home country. Countries that currently have RHCAs with Australia include:

  • United Kingdom
  • Ireland
  • Sweden
  • Netherlands
  • Belgium
  • Finland
  • Norway
  • Slovenia
  • Malta
  • Italy

If your country is on this list, you may access a limited range of Medicare services during your stay. Coverage is typically limited to immediately necessary treatment — it is not equivalent to full Medicare enrolment.

Who Is NOT Eligible?

The following groups generally cannot access Medicare:

  • Tourists and short-term visitors (unless from an RHCA country)
  • International students (unless from an RHCA country)
  • Temporary workers on most work visas (e.g., 417 Working Holiday, 482 TSS) not covered by an RHCA
  • Diplomatic staff and their families

Applying for Medicare as a New Permanent Resident

If you've just received your permanent visa, you can apply for Medicare immediately. You don't need to wait a specific period — eligibility begins when your visa is granted. However, some services may have waiting periods under specific programs (such as the Newly Arrived Resident's Waiting Period for certain Centrelink payments — note this is separate from Medicare itself).

Special Circumstances

Refugees and Humanitarian Visa Holders

People granted refugee or humanitarian visas are eligible for Medicare and should enrol as soon as possible after arrival to access health services.

Children Born in Australia

Children born in Australia to eligible parents can be added to an existing Medicare card or enrolled separately. This should be done shortly after birth.
